Stanlow Terminals Limited is the largest independent bulk liquid storage business in the UK, with 3 million cubic metres of capacity; capacity that can be utilised to store and distribute the fuels that will power the UK’s low carbon future. 

 

Located on the Mersey Estuary, Stanlow Terminals Limited plays a vital role in our critical national infrastructure.  It is a port asset, with eight jetties and deep-water facilities, and this enables the flexible and efficient import and export of bulk liquids. We provide unrivalled connectivity to customers thorough our multi-modal distribution network, including Europe’s largest road terminal, rail connectivity, excellent links to the UK’s motorway network and pipeline connections. 

 

We’re helping create the UK’s hydrogen economy.  By our participation in the leading HyNet project, we are developing storage and distribution facilities that will provide a multi-modal hydrogen and carbon dioxide transport hub.  We will develop the UK’s largest and first sustainable energy hub in the next three years. The investment will allow customers to store, blend and distribute bio-fuels suitable for use as energy transition drop-in replacement transport fuels for road, aviation and marine.

 

Stanlow Terminals Limited operates separately from the Essar oil refinery, also at Stanlow.  We have an independent management focussed on high performance in the commercial and technical elements of our business.

**The Role

 

We currently have an exciting opportunity for someone to join Stanlow Terminals as an HSSE Manager. This role involves providing expert advice to the Stanlow Terminals Management Team on Health, Safety, Security, and Environmental (HSSE) matters while developing policies and strategies to meet senior management goals. The individual will lead a team of HSSE professionals, ensuring effective services in areas like Process Safety, Emergency Services, and Occupational Health and Safety. Key responsibilities include managing the strategic risk register, improving HSSE management systems, and ensuring compliance and competency assurance programs are in place. They will maintain strong relationships with regulators, oversee the HSSE department's operations, and collaborate on long-term strategies to meet regulatory and customer needs. As a Goal Zero role model, they will set safety standards to ensure safe production and maintenance execution.

 

The role will include:

 

  • Providing expert advice to STL management on health, safety, security, and environmental matters, ensuring compliance with regulations, industry best practices, and company policies. This includes leading the governance function through assurance processes to assess and validate compliance, advising management on corrective actions, and overseeing occupational health matters for employees, contractors, and third parties.
  • Serving as the primary contact for regulatory bodies, blue light services, and security services, maintaining professional relationships and ensuring timely communication of regulatory actions.
  • Managing the HSSE team, ensuring competence and compliance with HR policies, and ensuring that site safety rules and emergency plans are effectively implemented.
  • Investigating incidents, supporting operational teams in health, safety, and environmental matters, and ensuring the company meets regulatory standards and industry best practices.
  • Leading continuous process improvement, driving data analysis and change initiatives to improve safety and operational efficiency.
  • Preparing and controlling the OPEX and CAPEX budgets for HSSE teams, while also contributing to sustainability efforts by championing waste elimination and assessing business cases for sustainability-focused projects.

 

**About You

 

Essential qualifications include proven competence in team leadership, a Science or Engineering Degree (or equivalent), and a NEBOSH Diploma in Safety (or equivalent). It is also essential to demonstrate higher levels of competency in the field. Desired qualifications include being a Chartered Member of IOSH.

 

The ideal candidate should have extensive experience working in safety, technical, or operational roles at a high-hazard facility, with a strong understanding of process safety principles. You must also have demonstrable experience managing a high-hazard facility regulated as an Upper Tier COMAH site in the UK, or a similar regulatory environment internationally. The candidate should exhibit sound judgment in evaluating and analysing information to resolve issues effectively. Additionally, the ability to think strategically, lead teams, and manage complex situations is critical, along with advanced troubleshooting and multitasking skills.

 

The candidate should have a proven track record in leadership and management positions within a high-hazard facility. Strong organizational, communication, and interpersonal skills are essential, along with project management experience. Additionally, the candidate should have experience in budget planning and control for both operational (OPEX) and capital expenditures (CAPEX).
